Cloud expert and former ManTech executive will lead Octo’s Cloud Center of Excellence, guiding strategic planning, implementation, and best practices.
RESTON, Va., August 8, 2023 – Octo, an IBM company, announced today that Sandeep Shilawat has joined the company as Vice President of Cloud Technology. In this role, he will be responsible for leading the development of real-world solutions and driving business outcomes while heading Octo’s Cloud Center of Excellence (CoE). Tasked with optimizing cloud and on-premises infrastructures that support mission objectives, the CoE increases performance, enhances reliability, and maximizes availability of hybrid cloud while establishing best practices and ensuring security.
Shilawat comes to Octo as a respected technology innovator and strategic advisor widely recognized for his deep expertise in the U.S. Federal markets. With a wealth of technical leadership experience in cloud, DevOps, data collection and analytics, 5G, and enterprise applications and solutions, he has contributed to the success of organizations including ManTech, Fannie Mae, InfoZen, and others.
Shilawat was instrumental in creating ManTech’s cloud Center of Practice and launching its proprietary cloud computing practice. He holds provisional patents for three cloud based innovations focused on multi-cloud management, cross domain cloud data management, and secure cloud for the tactical edge.
Prior to his tenure at ManTech, Shilawat was program manager for the NASA WESTPrime program at InfoZen, overseeing cloud and web services operations for NASA while managing cloud operations for InfoZen.

Shilawat earned an MBA in finance from George Mason School of Management, a master’s in transportation systems engineering from the Indian Institute of Technology in Mumbai, and a bachelor’s in civil engineering from the College of Engineering Pune, India. He holds certifications in TOGAF, ITILv2, PMP, PgMP, SAFe/Agile, 5G, and multiple cloud technologies, including AWS, AZURE, and Google. A prolific writer and white paper author, he is a regular contributor to Forbes and SIGNAL and frequently presents at conferences and forums in the Washington, D.C. metro region.
